The condition is usually drafted as a pre-commencement obligation, which means it must be discharged before the contractor takes possession — even strip-out and demolition typically triggers it.
The typical condition wording
"No development shall commence until a Phase 1 invasive species survey, with management plan, has been submitted to and approved in writing by the Local Planning Authority. The approved management plan shall be implemented in full during the development."
